It wouldn't have hurt him. The only really important organic part was his brain. The mouth and jaw was just so he could talk.
what if they shot up at a angle? or was the brain encased in steel?

I think it's pretty hard to shoot someone in the head. I mean real cops wear bulletproof vests and presumably you could make a similar complaint, but it seems to work fairly well.

I can't remember the exacts but even if that were to work, you still need to get into the position to be able to make that shot wich wouldn't be easy.
Also like aggers said, it's pretty hard to actually head shot someone in real life (esspecialy someone shooting at you) most police/soldiers/people that shoot at other people are trained to aim for centre mass.

I think Mr X doesn't have a mechanical arm because he doesn't want to admit that removing his own arm was a bad idea.

He doesn't have to admit that removing his arm was a bad idea . . . he can just admit that putting his arm back on or replacing it is an even better idea!

esspecialy if the robot arm is stronger then his normal arm, you end up with a net gain at the end of the day. So removing his arm was a great idea.
