GIMP is terrible. If you're on Windows get Paint.NET. If you're on Mac I recommend Acorn as a cheap Photoshop alternative.

If he's just using it to resize images, GIMP is complete overkill.

If you have a Mac, Preview can also resize thing and it's built into the OS (so free).

Honestly, folks. All it seems he needs is something to resize images. GIMP works perfectly well for that. The others mentioned probably do too. Get over your GIMP-hate and learn to love again. Heh, sorry just used to be pretty invested in some photo-manipulation communities and the people who used GIMP always had an uphill battle in terms of quality work. They had to work that extra mile for similar results (right, it's free, I get it).
